“This bill amends laws about home siting and construction.
This bill has been scheduled for a public hearing of the committee on Housing and Development in Hearing Room E, at 1:00PM on March 5, 2025
This would:

  • Limit the ability of a dwelling developer (such as construction companies, real estate
workers, or private landowners) to apply updated land use regulations to pending
applications within an urban growth boundary.
  • Indirectly affect the urban growth boundary expansion program making it harder to adjust
urban growth boundaries based on emerging needs or evolving regulations.”

“The restrictions involved in senate bill 77 brings the hammer down on small at-home businesses. It unreasonably limits the ways in which property owners of farm or forest lands may chose to support themselves. Small businesses will be hurt by this bill. These sorts of mandates from the state are unacceptable.”

Text and Information of SB 78:
https://olis.oregonlegislature.gov/liz/2025R1/Measures/Overview/SB78

“Senate Bill 78 is another example of government overreach into individual property development choices, dictating how landowners can rebuild upon their own property. There is no reason whatever for the state to be dictating home sizes.”
